Coat chicken thighs in cornstarch. Cook in well oil pan until golden brown. Remove chicken.
Mix Hoisin, soy sauce, brown sugar and sesame oil together in measuring cup. Briefly cook garlic and ginger. Add mixed sauce and cook for 1 minute. Add cornstarch water until sauce thickens. Add chicken.
Serve on rice with green onions and sesame seeds.
